All connections to North East Water’s water and sewer mains are approved subject to conditions. Some of these conditions apply to the process of installing the connection to the main and others also apply to the ongoing connection of the property.

These conditions are made under Section 145 Part (3) of the Water Act 1989 and remain in force while the property is connected.

Information for plumbers

An application for consent to carry out plumbing works must be lodged with North East Water before:

  • Installing a drain
  • Repairing underground drains
  • Altering or making an addition to a drain
  • Installing a new fixture
  • Sealing a sewer point

Generally, if a fixture is repositioned or altered and the underground drain is not interfered with, no consent is required. This is not to be confused with the Victorian Building Authority (VBA) requirements for compliance.

If the application is not complete in all detail, plumbers may experience a processing delay. Both street and lot numbers must be filled out - municipalities can provide this information if required.

Please allow ten working days for approval, processing and return of an application, however this will be delayed if the applicant supplies insufficient or incorrect information. Applications will be processed in the order in which they are received.

The clearer and more detailed the application, the quicker the return of the information to the applicant.

Special conditions may form part of the consent, for example trade waste discharge, backflow devices and agreements.

The Corporation's Property Services department operates under the Water Act 1989, Water Regulations and the current Victorian Plumbing Regulations that include the Australian Standard AS 3500. All work must conform to these regulations.

Regulation of the plumbing work is the sole responsibility of the plumber and the VBA, except where trade waste and backflow prevention are involved. The Corporation reserves the right to discontinue or refuse a service if trade waste apparatus or backflow prevention devices do not comply with regulations.
